Subject: procedure to the approval of variations to the planning tools to allow the construction of large industrial structures in the plain of the river Lavagna ( Areas of wedges and Pian Piana del Seriall).
Codest Civic Administration participated, in the Province of Genoa, to complex processes, primarily governed by art. No 57 of LR 36/97, Direct adoption of variations to local planning instruments that involve the transformation of the areas designated in the subject, from agricultural areas, forest conservation and protection of waterways, in special areas, consisting of "clusters of processing - production centers" of industrial character.
This association has only recently come into possession of some of the actions relating to these proceedings. From a first reading of the same seems able to deduce that govern the financial management and exploitation of the territory so far made are obvious and serious opposition to the substantial overriding public interest in the defense of a plurality of priority values \u200b\u200bsuch as water quality, protecting the landscape, the natural water balance the exploitation of these and other agricultural activities such as material culture representing the ancient rural architecture.
The valley of Val Fontanabuona seems to be regarded simply as an excellent opportunity to pour new concrete, considering only the availability of large flat spaces has not been built, where to place new large industrial or large retail outlets.
In essence emerges from the documents that this administration does not seem to take no account of - if not at the level of mere statements of practice completely devoid of concrete - and the need to protect the environment and landscape of Liguria, or the need to assess and assist the activities of agricultural production which, though now greatly reduced, still resist and certainly deserve an incentive on the part of local politics that seems to want instead to decree the final disappearance. On closer inspection, the creation of such large clusters seems to be regarded as an absolute value, even without us is no need to verify, through appropriate studies, the actual impact on employment or study and assessment - whereas the actual types of production that would be to settle in the area - the real possibility of creating a possible induced that might possibly help the craft or small and medium-sized local businesses, or the real possibility of success for the same, given the number of warehouses or similar facilities remained unsold and / or not used.
What in particular jumps with more immediate evidence is that each of the different procedural process that are advanced in parallel, at municipal and provincial level, each aimed at reaching the sole objective of achieving large production facilities around the lower reaches of the river Lavagna (from Coreglia Carasco to) find a single point of origin in a "memorandum of understanding" signed in 2001, between the different municipalities involved, the Province, the Mountain Community Association of Industrialists of the Province of Genoa.
It is natural to wonder why a very important agreement, and apparently so important and influential on the subsequent land use decisions, has been signed by the public bodies involved, being the only representation of contractual industry. The other categories of citizens, representatives of different interests and sometimes conflicting or difficult to reconcile, did not count? It should be the task of better public administration, the continuing search for a balancing of different interests at stake? It was not interesting to hear the opinion of artisans, farmers, tour operators or the citizens represented by different associations?

It is clear that the future of short and Val Fontanabuona main choices that will guide the planning of the next year were decided in the Memorandum of Understanding of 2001 in a pact between the government and industry in the province.
The consequence of such an approach is to develop tools that planning, at different territorial levels, throwing out the existing urban planning, while other are taken into account neither the needs of hydrological protection, nor need to protect scenic, cultural and environmental.
In the first case under the new possibility to build seem to conflict with the same requirements of the Basin Plan which prohibits new buildings in inondabilità bands, in contrast with the second aspect of the constraints on the areas in question under Article. 142 Leg. 42/2004, due to the particular merit, however, also be deduced from the urban and Ministerial Decrees April 24, 1985 (Act Galasso) and 28 April 1992 which was declared "major environmental concern" around the area in question and for which Entella the river and its tributaries, from a Pianezza Scaruglia are subject to constraint.

"
This Association hopes that this Administration will want to review the path taken to date and continue for the approval of new planning instruments, with a sense of greater responsibility by providing housing and urban planning disciplines sensible and not based on continuous waste land, which is not an infinite resource.
This association demands to know, for these purposes, at what point is the process of setting up of municipal planning instruments in relation to the areas identified above and, with this note and the subsequent comments that could possibly reach over the procedures, will participate to the same also pursuant to Art. 9 L. 241/90.
