At the heart of the dispute between the construction of a silo in the Garden Square, the police after a phone call
Unwind on a sidewalk a banner against the concrete, without insulting anyone, and do not obstruct the traffic, it can cost a penalty of five days of arrest sympathetically converted to a fine of € 1,250 for the offense of "unauthorized demonstration". Certainly can not surprise the fate of an activist Legambiente, when you consider the recurring events in which you make with impunity apologia of fascism or the parades and the ultras that devastate offend institutions and law enforcement. The fact is that the incident happened in Chiavari, whose mayor Vittorio Agostino resents the accusations of environmental labels. And many people share his thinking. It would have been a phone call to urge the police to intervene to review, on February 24 last year, that peaceful and cold garrison Legambiente that exposed a revolutionary banner that read "Stop the Concrete" in the Garden Square, where it must rise to a contesting silo. So the agents discovered that the activists had forgotten to give notice to the police within three days preceding the event as stipulated in the consolidated public safety laws. Legambiente has however decided to oppose the penal order and it will be relying on a lawyer, the lawyer Paolo Bongiorni.

Now these flaws were covered by a climatically favorable period until a few years ago, but today that, moreover, has exceeded all limits, the tropicalization climate with heavy rains resulting disaster brings out the hydrogeological Ligure in all its gravity.
First you have to give back to the rivers and streams floodable areas of Liguria: It is with further destabilizing and destructive actions such as dredging, wondered aloud at Magra, Entella and other small waterways of Liguria, or the clearcutting vegetation along the banks of the problems that are fixed, but with the recovery of alluvial areas that would further reduce it instead to acquire new building space, and the renaturation and recovery of eco-hydro-geological balance.
The disasters that have captured both the coast and the hinterland cementified that instead dropped us to understand that it is time to change the registry. In the first place a moratorium on the building needs to be done by launching City Urban Planning zero impact on the example of Cassinetta Lugagnano: in this sense we must renew the Landscape Plan strictly, and introduce, finally, a Law on Strategic Environmental Assessment, strict , whereas the same is held in the drawer waiting to find a way to soften to not make life too difficult for the municipal administrations eager to rake in infrastructure costs, you also need to change habits and patterns of mobility, seen that the construction of new roads also decreases the absorption capacity of soil water.
Secondly, it is time to devise a plan for maintenance of the hinterland that is respectful of ecosystems, and especially that it is not calibrated on emergencies with major work and major environmental impact, but is set to the selected intervention which do not identify the enemy in natural vegetation: for example, the undergrowth is not "dirt" to eradicate, as claimed by some popular ignorance, to make the wood as clean as were the ancient varieties of chestnut, but it is a key element in mitigating the fall of rain and to keep the descent of the water downstream.
is clear that when it comes to maintenance, it must pass the strings and wires due to private property, often accomplished by people who, after two or three generations of neglect, even know they own: so that the region needs to work towards the substitutive powers of public bodies to intervene on such land owners complain that the cost, of course.

Subject: procedure to the approval of variations to the planning tools to allow the construction of large industrial structures in the plain of the river Lavagna ( Areas of wedges and Pian Piana del Seriall).
Codest Civic Administration participated, in the Province of Genoa, to complex processes, primarily governed by art. No 57 of LR 36/97, Direct adoption of variations to local planning instruments that involve the transformation of the areas designated in the subject, from agricultural areas, forest conservation and protection of waterways, in special areas, consisting of "clusters of processing - production centers" of industrial character.
This association has only recently come into possession of some of the actions relating to these proceedings. From a first reading of the same seems able to deduce that govern the financial management and exploitation of the territory so far made are obvious and serious opposition to the substantial overriding public interest in the defense of a plurality of priority values such as water quality, protecting the landscape, the natural water balance the exploitation of these and other agricultural activities such as material culture representing the ancient rural architecture.
The valley of Val Fontanabuona seems to be regarded simply as an excellent opportunity to pour new concrete, considering only the availability of large flat spaces has not been built, where to place new large industrial or large retail outlets.
In essence emerges from the documents that this administration does not seem to take no account of - if not at the level of mere statements of practice completely devoid of concrete - and the need to protect the environment and landscape of Liguria, or the need to assess and assist the activities of agricultural production which, though now greatly reduced, still resist and certainly deserve an incentive on the part of local politics that seems to want instead to decree the final disappearance. On closer inspection, the creation of such large clusters seems to be regarded as an absolute value, even without us is no need to verify, through appropriate studies, the actual impact on employment or study and assessment - whereas the actual types of production that would be to settle in the area - the real possibility of creating a possible induced that might possibly help the craft or small and medium-sized local businesses, or the real possibility of success for the same, given the number of warehouses or similar facilities remained unsold and / or not used.
What in particular jumps with more immediate evidence is that each of the different procedural process that are advanced in parallel, at municipal and provincial level, each aimed at reaching the sole objective of achieving large production facilities around the lower reaches of the river Lavagna (from Coreglia Carasco to) find a single point of origin in a "memorandum of understanding" signed in 2001, between the different municipalities involved, the Province, the Mountain Community Association of Industrialists of the Province of Genoa.
It is natural to wonder why a very important agreement, and apparently so important and influential on the subsequent land use decisions, has been signed by the public bodies involved, being the only representation of contractual industry. The other categories of citizens, representatives of different interests and sometimes conflicting or difficult to reconcile, did not count? It should be the task of better public administration, the continuing search for a balancing of different interests at stake? It was not interesting to hear the opinion of artisans, farmers, tour operators or the citizens represented by different associations?
should be all the rage administration concerted but obviously only some of the different social subjects are considered interesting.
It is clear that the future of short and Val Fontanabuona main choices that will guide the planning of the next year were decided in the Memorandum of Understanding of 2001 in a pact between the government and industry in the province.
The consequence of such an approach is to develop tools that planning, at different territorial levels, throwing out the existing urban planning, while other are taken into account neither the needs of hydrological protection, nor need to protect scenic, cultural and environmental.
In the first case under the new possibility to build seem to conflict with the same requirements of the Basin Plan which prohibits new buildings in inondabilità bands, in contrast with the second aspect of the constraints on the areas in question under Article. 142 Leg. 42/2004, due to the particular merit, however, also be deduced from the urban and Ministerial Decrees April 24, 1985 (Act Galasso) and 28 April 1992 which was declared "major environmental concern" around the area in question and for which Entella the river and its tributaries, from a Pianezza Scaruglia are subject to constraint.
In the cold technical terms of acts of procedure seems to really get lost and forgotten the statement of the Ministry of Environment expressed in the Ministerial Decree of 24 April 1985: "The whole landscape of the valley of Val Fontanabuona (...) is a landscape area of considerable environmental interest (...) has for long stretches a landscape with unspoiled areas rich in environmental values reflected primarily in the southern , by the rich and varied forest vegetation from the river that goes up and expands on the heights creating natural scenes of singular beauty. "
This Association hopes that this Administration will want to review the path taken to date and continue for the approval of new planning instruments, with a sense of greater responsibility by providing housing and urban planning disciplines sensible and not based on continuous waste land, which is not an infinite resource.
This association demands to know, for these purposes, at what point is the process of setting up of municipal planning instruments in relation to the areas identified above and, with this note and the subsequent comments that could possibly reach over the procedures, will participate to the same also pursuant to Art. 9 L. 241/90.

Today I harvested one of those gardens that are a testimony to a past more "glorious" from the Magdalen Bridge and the motorway.
The harvest time was short, but just to meet people, chat with whoever was doing the same thing, exchanging views. We looked at grapes, with each other, and apart from rot, the other thing that is common to the clusters that were few. The gardens in
Moggia have almost disappeared, surviving only a few pieces, but they are still microcosms in which he lives, social relations and relations with neighbors, solidarity, sometimes the joke.
I remember my childhood, when the harvest also drew people outside, and the well in the garden was in the service of their neighbors, the "step" is for all to reach the river and had to be always open. These were rights that were regulated by deeds, as happened from time immemorial.
The years 1960, the construction of the urban transformation of agriculture from a craft-industry has irretrievably broken the network of relationships by transforming the "social morphology" of the gardens, reducing it to those little flaps that between a shed and a nursery still stand.
Network reports that today I happened to find downstream of the bridge, where it still stands a vast agricultural area crossed by Beuda and from the bank of the Napoleonic era, characterized by traditional architecture.
Just beyond a threshold, and opens a world of back bends, the elderly who receive the "citizen" with a sly smile or a simple shrug.
A world that I happen to know at the time of the shooting for an "outside" with the crew of the TV Entella creation of an episode of "Among Friends".
The walk lasted two hours and allowed to know other gardeners, most of them elderly and all tenants of land used for centuries by their own families, and every house had a drink in company with the harsh light wine that is still made from grapes that I harvested today.
A morning dedicated to cleaning up the beach that forms the mouth dell'Entella.
